The same problem arises with a perl script that creates two child processes
using a "System" call.  The parent process can kill the children, but the 
children can't kill eachother.

I guess this has something to do with PAM.  Is there anyway to turn 
this behavior off  (using bash in stead of tcsh is not an option,
using kill -9 is also not an option).
