Is there an entry for localhost in your /etc/hosts file? Also have you
looked at /etc/mail/access to see if localhost can relay?
On a side note, when I upgraded sendmail with Chuck's new rpms, the
/etc/mail/access file did not get updated correctly. I'm not sure if
that's suppose to happen automatically or not with the rpms. What did
happen for me was that the correct number of entries from my old ip_allow,
name_allow, and relay_allow were copied, but the values were not copied
correctly, so relaying didn't work for me until I corrected that.
