About sendmail HELP!

I just setup sendmail 6 months ago,and i updated my server to RH6.0,sendmail 
8.9.3,in 5.2 i just created a popuser and set a ip_allow,relay_allow with 
mine IP like:
in ip_allow file;
210.226.111
in relay_allow file;
brasillife.co.jp

I can receive mail if i send to my self,or my internal network.But,i can't 
send to outside.
And one last thing,if i send a email from hotmail,to my self,the email 
doesn't come!!!
I really doesn't know what are happening here.
