Do you mean you want a non-root user to execute root priviledge script/program without typeing the password?
I used the sudo package to give my user account the ability to do "shutdown -r now" and "shutdown -h now" without entering a password. It was simple, just edit the sudo config file /etc. I don't know think redhat comes with sudo but SuSE has an rpm.
