Getting rid of pager

I've been trying without success to remove the Pager thing from the bottom
right hand corner of my fvwm95 desktop in X. Failing that, I'd settle for
removing the 'stays on top' property.

On a small screen (640x480 old laptop) it really intrudes. I can kill it
during a session, thus removing it, but I'd like it not to be initialized.
I don't need those virtual desktops -- in fact I don't even care for them.

I've edited the /usr/X11R6/lib/X11/fvwm2/system.fvwm2rc and system.fvwmrc
files, commenting out all references to *Pager and setting DeskTopSize to
1X1. This has no effect. (I don't have a local .fvwmrc file in my
directory).

Is there another file that needs hacking, or am I going about this in the
wrong way?
