If you go to /etc/X11/AnotherLevel and edit the
fvwm2rc.modules file so that:

Style "FvwmButtons"  StickyOnTop,WinCircSkip, NoDecoration 

is

Style "FvwmButtons"  WinCircSkip, NoDecoration 

or

Style "FvwmButtons"  Sticky,WinCircSkip, NoDecoration 

it will do it. I think you can put the same line in a
.fvwm2rc to accomplish the same.
