I fear simply editing the config-file won't enable your mouse-wheel.
Look at http://www..inria.fr/koala/colas/mouse-wheel-scroll/ or any
linux.com-site to receive information about mouse-wheel-drivers.
BTW I have downloaded one but not installed yet.
