I need a TEXT 2 HTML converter

Hi,
I just changed my OS to Linux and I'm in need of TEXT 2 HTML
convertor for Linux 2.0.35-1. It can be a script or program
but all I need it to do is change a URL like 
ftp://ftp.anywhere.net
to 
<a href="ftp://ftp.anywhere.net";>ftp.anywhere.net</a>
and also the same for http. 

I was referred to one program but it is more than I need 
and requires another program that I must build and I don't have the
library to build it and I don't want to install the library since 
I don't have a lot of room on my Hard Drive to install it.

If anyone can tell me about a script or a way to do this I would be
greatful.
