Computer making WEIRD noises (OT)

Ok now this is a new one.  I am not ignorant enough to think that this was
caused by software, but recently I have been noticing that at times of high
CPU usage, my computer HISSES or sounds like a small electric motor is
firing up inside of it.  I used to have another computer that developed
this, and I think I can remember reading somewhere what causes it and how to
fix it, but if anyone knows anything about this please let me know.  =)
