Pre-fips WinNTServer/RedHat Installation

I am going to be installing WinNT Server on one partition and Red Hat on
the second partiton after using fips to push aside my current Win98
partition. Once Fips has sepperated the two partitions I will format the
Win98 partition and go from there. But what I am wondering is what
operating system should I put on first. Is there a best order in which
to do this?
