All services start twice at boot up

Services are starting twice at boot up.  The first time finishes and then the
second begins.  Filesytems, samba, tcp/ip, etc.  Everything gets started twice.
 One of the results is that 2 of my vfat partitions are getting mounted twice
on the same mount point.  When I umount them the first mounting (the valid one)
shows up and the files that should be there are there, otherwise the secound
mounting shows no files on the mount point.
