If it's a used computer you buy, ask them to remove Windows or just deduct
it from the price and let you remove it. If you want a new computer, why
not build your own? You only save money buying a pre-built one if you want
the bundled software and "support". If you intend to install your own OS,
it's cheaper to buy exactly the parts you need: that way you not only get
exactly what you want but you can make sure everything is Linux compatible.
Alternatively, there are a few places that sell Linux-installed PC's. I
don't know where you are so I can't recommend any.
In any case, it's a simple procedure to delete the FAT32 partition and
create ext2 partitions in its place. You can do that during the install
procedure.
