I had this happen on one of my RH 5.1 installs as well. It turned out
that somehow the password was going into /etc/passwd (yeah, not
/etc/shadow) _UNENCRYPTED_. I don't recall the full details on it but
it was reproducable every time. RedHat ignored the 'bug post.' I
_believe_ the resolution was to run pwconv(it won't harm any already
shadowed passwds), or to set the password as part of the useradd command
line. The problem only occurred on one of my RH boxes, and after the
initial problem never resurfaced, and is not a problem on 5.2.
