Commands who and w no longer work



I have recently upgraded to RH5.2 from 4.2 and notice that the commands 'w' and 'who' no longer show a list of currently logged in users.

The following is what I get from running w :
     11:36pm  up 1 day,  1:02,  1 user,  load average: 0.06, 0.12, 0.09
    USER     TTY      FROM              LOGIN@   IDLE   JCPU   PCPU  WHAT

When I run who, the command apperars to hang without returning anything for a couple of minutes.

Checked some of the archives and saw some vagure discussions/postulations about libc5 and the utmp file but nothing else terribly helpful.  Any ideas?
