Samba locked?

Greeting,
After I restart the smb while a user is uploading a file
my linux(samba) box couldn't be accessed then.I've tried
checking the samba file by rpm and checking smb.conf but
nothing seemed wrong.TCP/IP is working well(ping/telnet)
and I've tried rebooting the box but got the same result.
When I ran smbstatus -d there was a line that goes
"Opened status file /var/lock/samba/STATUS..LCK."
Thus this mean that samba is locked?
System config.:
RedHat 5.2,Samba-1.9.18p10-3,64MB RAM,8GB SCSI(AHA-2940),
NE-2000 compatible,
Any hint or suggestion will be appreciated.
