User and filesystem quotas



I have added a new 4.3 Gb hard disk to my Linux server and partitioned it
into two equal parts.  I don't seem to be able to upload more than 220 Mb to
either partition before I get a "No more space left on device" error.  While
my Linux server is booting up I noticed that it is turning on user and
filesystem quotas.  Is this the reason I am limited to how much I can
upload?  If so how can I turn this off?  I have found a command "quotaoff",
but I can't find any documentation in the man pages or the HOWtos for the
option switches.  Also, when I use Linuxconf to check the filesystems on
this drive it shows that no quotas are being used.  This is puzzling as
well.  Has someone on the list some experience with quotas that could shed
some light on this?
