Recompile qpopper to support tcp-wrappers then set up /etc/hosts.deny
and /etc/hosts.allow. Another option is to use ipfwadm to disallow
connections to port 110 except from hosts you explicitly allow. Also
be sure you have the latest qpopper code. While you're at it, consider
installing Stackguard:
http://www.cse.ogi.edu/DISC/projects/immunix/StackGuard/
and building qpopper with that. Stackguard will prevent most buffer
overflows, even when buggy code is involved.
