CDROM acting weird

For some reason when I am running Linux on my Dell Inspiron 7k laptop
the CD-ROM won't open. It's very frustrating to not be able to change
cd's while running linux. Is there anything I can do about this? Has
anyone had similar problems? I also find it a little annoying that I
have to mount my CD-ROM everytime I want to use it. Is there some way to
make the CD-ROM permanent?
