Look at /etc/securetty (or something similar), it has a list of terminals that root can log into, which is usually ttyX (X=1-8). 

IF YOU PUT YOUR MACHINE ON THE NET, IT IS A DANGEROUSLY BAD AND HIDEOUS IDEA TO PUT MORE tty's IN THIS FILE
