Which bandwith has better performance?

Hi,

I am doing some experimental work with a RedHat5.0 Web 
server co-location at an ISP. I am talking to two different
ISPs about the bandwith the server will get, but I don't
know how to compare their satements:

1) One ISP says I'll get a co-location with 128K Port
   Burstable to 256K.

2) The other ISP says I'll get 64Kb fractional T1 with 
   total monthly throughput of 500MB.

Honestly, I don't know which one will give the box a better
performance (i.e., connection speed). Can some one on this
list help me to make a decision?
