POD or flooded?

I have been fighting some cracker wars lately and now seems like I am having
some troubles with bad slowdowns on my local dialup.  I am kind of wondering if
someone is trying to ping of death or flood me.  Can I tell this from some
variation on netstat if someone is pinging me?
