There is a Win95 program available for accessing Linux (ext2) partitions.  I've tried it, and it works (slowly).  The URL is

Try: Linux-in-DOS (http://www.netusa.com/pacmicro/linuxindos.htm)

Other than that, Microsoft itself is not going to support Linux's file
systems because you may be drawn to the 'dark side of the force' for them
(ie, you may not get your next upgrade to Win coz Linux is cool).
