looking for a fax annotating program

Hello:

I usually scan some documents (using windows unfortunately) then I have
to annotate by adding some drawings and some text then I have to fax it
somewhere. I used paperport for windows before, but I am tired of
switching to windows to do that.

is there a good linux program that would do that? It has to read TIFF
files be able to annotate and then print to PS.
