qpopper with shadow passwords

I'm running RH 5.2 with shadow passwords. I've built qpopper 2.53
according to the INSTALL including --enable-apop, --with-popuid, &
--enable-specialauth.
Here's what I do it init and the error message; it seems to work but won't
authenticate:
[root conan sbin]# ls -l pop*
-rwsrwxr-x 1 pop pop 20550 Mar 31 14:07 popauth*
-rwxrwxr-x 1 root root 173265 Mar 31 14:07 popper*
[root conan sbin]# pwd
/usr/sbin
[root conan sbin]# /usr/sbin/popauth -init
/usr/sbin/popauth: error setting ownership of POP authorization DB: No such
file or directory
[root conan sbin]# ls -l /etc/pop.auth.db
-rw------- 1 root root 16384 Mar 31 14:11 /etc/pop.auth.db
