Ah, do not trust Win95. Fire up a terminal program of some sort that will
let you send AT commands to the modem and see the results.

Do:

ATM1L3
ATH1

At this point you should have a nice steady dialtone from the speaker. If
you do not, something is physically wrong, either the modem, the line or
your wiring.
