Setting max user processes > 256

Hello,
Ok revisiting the ulimit -u thing again. I need to set max user processes
at 512, not the default of 256. For root this is not a problem. For
everyone else it is. I looked through the bash source code to see where
this is set, but couldn't find it. Any suggestions on where this might be
set and what I can do to change it?
