sounds like his modem & mouse may be sharing IRQ's

make sure the mdoem & mouse are either on ttyS0 and (ttyS1 or ttyS3) not ttyS0 
and ttyS2

in dos speak, com1 and com3 (com2 & com4) share the same irq, and when you 
have a modem connection whilst using this configuration eg:

mouse on com1, and modem on com3 - the modem will hang everytime (or lag the 
modem)

this is because traditionally com1 and com3 (ttyS0 and ttyS2) share the same 
irq.

the same is true for com2 & 4
