Tar files help

Being fairly new to linux and the installations files used. I am
wondering how I am supposed to know what dir to intar a file into. I
have looked at a lot sites with tar.gz downloads and they don't seem to
say anywhere where I should untar the file to get a proper installation.
Do they always get untared from the same dir, I assumed  not, but I
really don't know.

Please help me understand how this workes.
