Well, you can give normal users the ability to turn things on and off,
using netcfg.  (Yes, it's old... forgive me.)  Click on the interface
and turn on "Allow any user to (de) activate connection."  Then they
can do 'usernetctl ppp0 up/down' or use usernet.

I'm not sure if that allows you to specify _which_ users....
