External vs. Internal Modems

Let me get this straight:

So, if I wanted to have a dial up via PPP I would be better off with an 
external modem of some type compared to an internal PCI modem.

If this is the case, do I just go about setting up the modem in RH 6 the 
same way as if it was an internal modem with pnpisa.conf and such?
