Console access

I am trying to get out of the very bad habit of using 'root' for all my
work (which I have used for the past 5 years - and, yes, in that time, I
HAVE made some serious booboos that would have been avoided if I used a
user account!! - I might have finally learnt).
So, the console access stuff in RH6 seemed ideal - BUT I cannot get access
to devices I open up in /etc/security/console.perms (such as /dev/ttyS0
for my modem), and I can't seem to get consolehelper programs that are
X/interactive to actually work.
For ttyS0, my console.perms changes look like this:
<modem>=/dev/ttyS0
...
<console> 0600 <modem> 0644 root
I have followed the directions in the install guide. Is there a special
trick for upgraders thath is not mentioned?
