I am not sure of your procedure.....but, if you boot to Linux after 
something has accessed your modem, always turn it off then on, you are 
probably aware of this...

With the string, it may be worth trying &fx3  or  at&fx3 , keep all 
charachters in one case, do not mix them.

In short the string tells the modem to wake up, set itself to factory 
default, then dial regardless (forced dial).
