Is the modem getting different IRQ, DMA, or IO settings under Windows
than it has under Linux?
Does /etc/sysconfig/network-scripts/chat-ppp0 include any initialization
strings for your modem? Perhaps your modem isn't being properly reset.
Try adding ATZ to the chat script and see if that fixes things.

Sounds like the modem isn't being left in a clean state after its use
elsewhere. I'd definitely try to put some initialization settings into
the chat script in /etc/sysconfig/network-scripts.
