failed dependencies in building kde

On several packages, every time I try to rebuild, the configure script or sometimes the make script gives me dependency errors.. the most common is "you need giflib30.  Please install the kdesupport package".. I already did, though.  When I build the kdesupport package from kde 1.1.1, it makes giflib30, but then it does not show up in the system.  I thought of makeing just the giflib30 library, but then I would not know where to put it.  I tried the make install option on it, but again, it did not seem to show up anywhere.
Ideas?
