Floppy not configured (again!)

So I had this problem recently with RH6.0 where mtools and dd would
fail to work with /dev/fd0, saying that the device was "not
configured". Somebody (sorry, don't recall who) suggested using
/dev/fd0h1440 instead, and that seemd to be OK for a while, but now
that has also ceased to work!
Examples of problems:
[root yankee images]# dd if=bootnet.img of=/dev/fd0h1440 bs=72k
dd: /dev/fd0h1440: Device not configured
[root yankee images]# mdir a:
Can't open /dev/fd0H1440: Device not configured
Cannot initialize 'A:'
Mounting the floppy on /mnt/floppy seems to work, but it shouldn't
be necessary and it doesn't solve the dd problem anyway.
So what am I doing wrong now? And how do I "configure" a floppy drive?
I could swear this used to work with 5.2...
Thanks for any hints. At the moment, it seems that I have to boot
into WINDOWS to use my floppy drive. Bah!.
