Paralell Port not working for anyone but root....

Here's my situation:

Running a fairly stock install of Redhat 6.0 on a 486/SX with 16 meg of ram
and a Connectix Color QuickCam.

I'm using this machine strictly as a webserver for the camera. Apache
works, the camera works (logged in as root, using cqcam from the HOWTO), and
I can make the CGI script work logged in as root...

Now my problem is, when I call the cgi script from a web page, the script
runs, but in the apache error log, it script returns "Camera not found",
which is the same problem that I ger if I try to run the script/cqcam as
anyone but root, and I am assuming this is because only root has access to
the paralell port.

What user/group permissions should I set the /dev/lp devices to so that
anyone on the system can use the paralell port (eg. what user? I only have
the default users, root, and one non-root user)...

...and, what "user" does apache run scripts as?

 Thanks in advance!
