In Windows environment when you start Netscape the first time, a "New
Profile Setup" menu will pop-up guiding you to setup your ISP.  Afterwards
whenever you start Netscape at anytime, the "Dial-up Connection" menu will
pop-up leading you to connect to Internet via your ISP.
  
In KDE
I search around the "Preference" in Netvigator but can't find anything in
this connection.  I can get it started.  I have everything in connection
with mail server set up but still can't make Netscape connecting to
Internet via ISP
  
Kindly advise me the correct procedure for setting Netscape in KDE to make

On my machine, in X, I made the modem and pppd wide open as root:

#chmod +s /usr/sbin/pppd
#chmod 777 /dev/modem

Then I set up an account, using Kppp I believe.  If you cannot find the
tool, let me know and I will check exactly what I used.  I recall it being
very similar to the Windows-style "get connected" wizards.

Then I clicked connect.

I'm not sure what security implications this has...  I suspect that, at
least, you're leaving yourself wide open to some mischief if there are
mischievious local users.

BTW, my 4.5-1 copy of Navigator dies annoyingly under Gnome.  I would
suggest upgrading to 4.7-1
