RH6.1 PCMCIA problem??

I installed 6.1 on a Toshiba 2515CDS Satellite notebook.
The PCMCIA modem works, but it always requires me to
unplug the card and plug it back in after Linux has finished
booting. At boot up, I get the hi/low chime indicating
that the card is not recognized. After I unplug it and then
plug it back in, I get a hi/hi chime and the card then works?
How can I get the PCMCIA services to recognize the card and
work properly after booting without unplugging the card? I am using
pcmcia-cs-3.0.14 that came with 6.1.
Also, the modem always has to dial and negotiate twice before
connecting. The first dialing attempt is never successful.
