I don't mess with linuxconf much so I can't help you there.
As for your default bootup, all you need to do is rearrange
the entries in your /etc/lilo.conf file. The first entry
(presently your present linux kernel likely labelled "linuz")
needs to be moved to second place, or whatever, and your
windoze entry moved to the first place. Then run lilo
after saving the changes.
