If you mean "set up" then you need to be more specific about which web
server. I believe RH 5.1 comes ready to install an older version of Apache
that is already set up to serve the pages in /home/httpd/html.
If you need to install apache, mount your CDROM and find the apache rpm
(something like apache-xxxx.rpm) and, as root, install it with:
# rpm -iv /mnt/cdrom/full/path/to/rpm/apache-xxxxx.rpm
But I would consider upgrading to RH 6.0 and installing a recent version of
apache.
