check out your httpd.conf
there is a default symbol of '~' in there. If it receives a request of
hostname/~blah it sees the '~' and looks for /home/blah/public_html.
reading through the httpd.conf helped me figure out apache a lot. Also try
reading the docs. Apache is pretty darn awesome.
