why is ftp locked for incoming

Where can I find info on how Red Hat uses the tcpd daemon? I've read the
man page. I just want to know about why it passes the -l and -a
arguements to
ftp in inetd.conf. This disallows any ftping into a box.. I spent 30
minutes
restarting inetd and trying to find any info on in.ftpd. I ended up
deleting
the -l -a and restarting inetd. Which , of course, worked.
Also, consolehelper forces authentication for ppp and several other
programs.
