Error: You don't have permission to access / on this server

Hi to all. ( RedHat 6.2)

 I obtained these errors ( in error.log ) from httpd:

   /home/httpd/html/.htaccess pcfg_openfile :

   unable to check htaccess file, ensure it is

   readable 

    or


   [error] [client number_IP ] client denied by 

   server configuration: /home/httpd/html


   This file, .htaccess , not exist . Where is it ?

   Where is the point in configuration file for

   client permission  ?
