rc.local not seen?

Hi,
New install of RH6.2 on clean HD masquerade server. Part of the set
up is a line in rc.local that starts up the firewall [rc.firewall which
has been made executable with a chmod 700 ].
The line in rc.local is simply
/etc/rc.d/rc.firewall
There are entries in the rc.firewall script that should be echo'd to
the monitor (and therefore presumabley logged?) Review of
/var/log/messages and dmesg shows no evidence. "cat
/proc/sys/net/ipv4/ip_forward" is not being reset to "1" [the
rc.firewall has a line echo "1" > /proc/sys/net/ipv4/ip_forward. If the
latter is run manually all is well and masquerading works from anywhere
on the inside network.
Where have I gone wrong. How do I make sure that rc.local is begin
read and executed?
