I replied to your previous message...  I don't know what is wrong with your netkit-base package but since ftpd is controlled by inetd it coud be an issue.  And you'll want it working anyway.  If the RPM file is trashed, no amount of uninstalling and reinstalling will make it better.  It's tiny, so I would go back to your source or find another source and download it again.
