Guaranteed bandwidth costs. You can get it with business class
service, but it's considerably more expensive. So you are getting
'best effort' with the low end stuff. And to a certain extent, it is
potluck on the quality of your line. Bad line, then bad service. Good
line, then good connectivity. Then you might consider what you want
from an ISP too. Do they allow servers? Do they block ports? Is
quality of nntp service important, etc, etc.
