Finger is controlled, RH7.x, by xinetd.  Xinetd, which replaces inetd from
earlier versions of Red Hat, is the inet superserver which starts a number
of daemons, including finger, telnet, ftp, and more.

To make use of the TCPwrappers functionality, for any of those daemons,
see man hosts.allow and man hosts.deny for examples of how to use xinetd
to manage your daemons and to use the libwrap capabilities of xinetd to do
so.
