man xscreensaver
In a nutshell, it's considered a security problem. Xscreensaver runs as
an unprivileged user and may not work for root logins unless you add the
xhost command to allow users to activate things on the root desktop.
That would be in root's .xinitrc or in Xsetup.
'man xauth' for more on that.
