New kernel broke APM

I have two notebooks using RH 7.0 Guinness. They were on the stock
2.2.16-22 kernel until recently when the 2.2.19-7.0.8 came out. I upgraded
them successfully and both are now happily running on the 2.2.19 kernel.
Now, selecting Log Out -> Shut Down from GNOME takes me all the way down to
a "System halted" message but neither computer powers down. Something in
this kernel appears to have broken that part of APM.
Since I know next to nothing about the kernel, could someone enlighten me
as to where to go look? Is it even possible to make any changes without
recompiling my own kernel?
