RPM '--target=' problems

Sorry about the crosspost. This could get an answer from either list
since it happened with 7.1 but also with Roswell.
I sent this to bugzilla & it was closed as not reproducible. I've had it
with all installed versions of rpm-4.0.3 (both from Rawhide and with
Roswell).
Every time I upgrade to this version, all tags beginning with '--' quit
working. I noticed it with '--target=' first. But, I've since seen it
with '--nodeps' and some others. Specifically I get:
--target=i686: unknown option
Similar errors happen for other options.
I think I traced this to the rpm-perl binary. I can upgrade all of the
others, leaving that one out, and I think everything still works. But,
up2date stops working if I leave that one out. I can also go backward to
previous releases and all will work. If rpm-perl is installed, the
options will still fail. Older up2date will then work. But, it won't
access the Roswell stuff like it should. If I remove the rpm-perl binary
the options start working again. But up2date still accesses 7.1 and not
Roswell.
Am I the only one seeing this? Am I simply the only one that has
discovered it so far? If I can ascertain that I'm alone in this, I can
begin looking at addon packages as the culprit, which I'm trying to go
through anyway. But, if others have the problem as well, I'll bugtrack
it again.
